With a master’s degree in civil engineering from Instituto Superior Técnico, Luís specialized in Urban Planning, Transport and Systems. Developed knowledge in areas of Urban and Road Planning. As part of his master’s thesis, he established a basic framework and a questionnaire to determine the degree to which a city, in this case Lisbon, could be classified as a “15-minute city”.
Before joining VTM, he was also involved in construction project planning and execution as a student. Thus, developing skills in collecting, organizing, processing, and analyzing information for the creation of construction plans, specifications and Gantt tables used in activity-based planning.
Within the scope of the projects in which he has participated at VTM, he has deepened his skills in studies of the impact of Covid on road networks and the respective financial effects on the undertaking itself.
